Bureau of Indian Standards Notifies Amendments to Technical Specifications for Sanitary Cans

The Bureau of Indian Standards, acting under the Department of Consumer Affairs, issued a formal notification on February 24, 2026, establishing significant amendments to the existing Indian Standards. This regulatory instrument, published in the Gazette of India on March 6, 2026, was promulgated in exercise of the powers conferred by the Bureau of Indian Standards Rules, 2018. The notification specifically targets the technical specifications and quality benchmarks for open-top sanitary cans, identified under the standard designation IS 4508:2024. By updating these standards, the executive branch has introduced a revised framework for manufacturers and stakeholders involved in the production and distribution of metal packaging used primarily for food and consumer goods.

The legislation provided: “In pursuance of Sub-rule (1) of Rule (15) of the Bureau of Indian Standards Rules, 2018, the Bureau of Indian Standards hereby notifies that Amendments to Indian standards, particulars of which are given in schedule hereto annexed have been established.”

The notification, carrying the reference HQ-PUB015/1/2020-PUB-BIS (1464), stipulates that the newly established amendments became effective on February 1, 2026. To facilitate a structured transition for the industry, the Bureau has outlined a specific statutory timeline for the phasing out of the preceding versions of the standard. According to the schedule annexed to the notification, the previous standards are set to expire on August 22, 2026, with a final withdrawal date fixed for August 23, 2026. This six-month window serves as a grace period for entities to recalibrate their manufacturing processes and ensure that their products meet the updated safety and durability requirements mandated by the national standards body.

The legislative intent behind these amendments is rooted in the policy rationale of ensuring consumer safety and enhancing the quality of industrial packaging. By substituting older provisions with the IS 4508:2024 standards, the Bureau addresses technical gaps that may have emerged due to advancements in metallurgy and food safety science. The earlier statutory framework required periodic reviews to align domestic standards with international best practices, and this notification serves as an enforcement mechanism to maintain that alignment. The amendments introduce more rigorous obligations for manufacturers regarding the structural integrity and sanitary properties of cans (containers used for preserving food or other perishable items), thereby mitigating risks associated with contamination or leakage.

This update to the delegated legislation ensures that the regulatory environment remains responsive to the needs of the Department of Consumer Affairs. By providing a clear date of establishment and a subsequent date for the withdrawal of obsolete standards, the Bureau has established a predictable legal pathway for compliance. The notification effectively substitutes the relevant portions of the prior enactments under the 2018 Rules, ensuring that the legal consequences of non-compliance are clearly defined for all affected persons and institutions within the manufacturing sector.
