Bureau of Indian Standards Notifies Amendments to Quality Specifications for Tobacco Products

The Bureau of Indian Standards, acting under the Department of Consumer Affairs, issued a formal notification on February 25, 2026, announcing the establishment of new amendments to the quality specifications governing various tobacco and tobacco-related products. This regulatory action, published in the Gazette of India, was executed under the statutory authority granted by the Bureau of Indian Standards Rules, 2018. The notification introduces specific technical updates to five distinct Indian Standards (IS) that regulate the manufacturing and composition of products including cigarettes, cheroots, hookah tobacco paste, quiwam, and portion-packed snus. By establishing these amendments, the Bureau seeks to ensure that the national standards for these commodities remain aligned with contemporary quality requirements and technical advancements.

The legislation provided: “In pursuance of Sub-rule (1) of Rule (15) of the Bureau of Indian Standards Rules, 2018, the Bureau of Indian Standards hereby notifies that Amendments to Indian standards, particulars of which are given in schedule hereto annexed have been established.”

The scope of this notification encompasses several critical standards, most notably Amendment No. 1 to IS 1577:2019, which provides the fourth revision of specifications for cigarettes. Other affected standards include IS 1769 (Part 2):2019 for cheroots, IS 14332:2018 for hookah tobacco paste, IS 14647:2022 for quiwam (a processed tobacco paste), and IS 16897:2018 for portion-packed snus. All these amendments were officially established on February 23, 2026. To prevent immediate disruption in the manufacturing and supply chain, the notification includes a transitional provision. It stipulates that the existing standards, as they stood prior to these amendments, will remain in force until August 22, 2026. This six-month window allows manufacturers and testing laboratories to calibrate their processes to the updated legal requirements before the amendments become exclusively mandatory.

The legislative intent behind these updates is rooted in the policy rationale of maintaining rigorous and up-to-date quality control over consumer goods. Under the previous statutory framework, these tobacco products were governed by specifications that required periodic review to address emerging technical issues or gaps in the earlier legal position. By substituting or adding to the existing provisions through these amendments, the Bureau of Indian Standards addresses specific limitations in the prior versions of the standards. The enforcement of these updates ensures that all tobacco products sold under the BIS certification mark adhere to the latest safety and quality benchmarks. This move reflects the ongoing commitment of the executive branch to utilize delegated legislation to refine the enforcement mechanisms of the Bureau of Indian Standards Act and its accompanying rules, thereby ensuring statutory precision in the regulation of high-impact consumer products.
