Bureau of Indian Standards Notifies Amendments to Agro and Medical Textile Specifications

The Bureau of Indian Standards, operating under the Department of Consumer Affairs, issued a formal notification on March 2, 2026, regarding the establishment of amendments to specific Indian Standards. This regulatory instrument, published in the Gazette of India on March 6, 2026, was issued in exercise of the powers conferred by Sub-rule (1) of Rule 15 of the Bureau of Indian Standards Rules, 2018. The notification serves to update the technical specifications for products within the textile industry, specifically focusing on agricultural and medical applications. The amendments affect two distinct standards: IS 17730 (Part 1) : 2021, which relates to warp-knitted hail protection nets used in agriculture and horticulture, and IS 17786 : 2022, which governs the specifications for medical underpads.

The legislation provided: “In pursuance of Sub-rule (1) of Rule (15) of the Bureau of Indian Standards Rules, 2018, the Bureau of Indian Standards hereby notifies that Amendments to Indian standards, particulars of which are given in schedule hereto annexed, have been established.”

The legislative intent behind these revisions is to ensure that national quality benchmarks remain synchronized with contemporary manufacturing capabilities and safety requirements. By introducing Amendment No. 3 to the standards for agro-textiles (textiles used in agricultural practices), the Bureau has refined the specifications for hail protection nets, which are critical for protecting crops from atmospheric precipitation. Simultaneously, Amendment No. 1 to the medical textile standards addresses the requirements for underpads, ensuring that these absorbent products meet the necessary hygiene and performance criteria for healthcare environments.

The statutory framework provided by the 2018 Rules allows the Bureau to address technical gaps or limitations identified in earlier versions of these standards. According to the schedule annexed to the notification, both amendments were officially established on February 27, 2026. To prevent immediate disruption to the manufacturing sector and to allow for the exhaustion of existing stock, the notification includes a specific enforcement timeline. The original standards, as they existed without these amendments, will continue to remain in force until August 26, 2026. This transition period provides a six-month window for manufacturers, testing laboratories, and certification bodies to align their processes with the updated requirements. The notification, signed by the Deputy Director General for Hallmarking and Training, underscores the government's ongoing policy of maintaining rigorous quality control through delegated legislation.
